The Outer Banks has no natural reefs but we do have many artificial reefs and underwater wrecks that provide excellent saltwater fishing. Some people refer to these as "meat" trips, although the regulations on what you can keep change often.
Fish you can catch on Outer Banks artificial reefs and wrecks include black sea bass, triggerfish, gray tile fish, bluefish, dolphin, king mackerel, amberjack, sharks and others.
